Islamic Emirate Urges Tajikistan, Uzbekistan to Return Afghan Aircraft

On Thursday, September 11, 2025, Mullah Amir Khan Muttaqi, Acting Foreign Minister of the Islamic Emirate of Afghanistan, urged Tajikistan and Uzbekistan to return aircraft and helicopters of the former Afghan army during a meeting with foreign diplomats in Kabul.

The meeting, held at the Foreign Ministry, included representatives from over 20 countries, including China, Russia, Iran, Pakistan, and India.Citing the August 31, 2025, Kunar earthquake, Muttaqi said: “Helicopters are critical for search and rescue in remote areas.” The 6.0-magnitude quake, centered in Nurgal District, Kunar, at a depth of 8 km, killed approximately 2,205 people, injured 3,640, and destroyed 6,700 homes across Kunar, Nangarhar, and Laghman provinces.

Landslides and unexploded ordnance complicated ground access, making air support vital. In August 2021, 46 aircraft, including 24 Mi-17 helicopters, were flown to Uzbekistan, and 18 to Tajikistan by former Afghan pilots.

The Islamic Emirate has repaired 60 domestic assets, but insufficient helicopters hinder relief efforts.

Uzbekistan promised to review the request, though its Foreign Ministry denied imminent transfers. Tajikistan, influenced by U.S. pressure, has not responded; Washington opposes transfers to the Taliban.

Muttaqi stated: “These assets belong to Afghans and are essential for regional stability.” He called for reduced sanctions, noting progress like reopening girls’ primary schools.

The UN reports 23 million Afghans need aid in 2025, with only 22% of funding met; 362 villages remain cut off. Russia and China back the request, potentially pressuring Tashkent and Dushanbe
