Turkic States Call for Inclusive Government and Rights Protection in Afghanistan

In a significant joint declaration, the leaders of the Turkic states have underscored the urgent need for establishing an inclusive government in Afghanistan. The statement highlights respect for human rights and a united front against terrorism and drug trafficking as critical pillars for Afghanistan’s future stability.

Kyrgyzstan’s President Advocates for Regional Security and Development

Sadyr Japarov, President of Kyrgyzstan, emphasized the importance of peace and stability in Afghanistan, noting that his country supports effective international measures to help Afghanistan achieve sustainable development and security. He remarked:

“In this regional context, where threats and challenges remain, high-level political coordination and cooperation are of great importance to us. The declaration by the leaders of the Shanghai Cooperation Organization regarding Afghanistan demonstrates Kyrgyzstan’s interest in peace and stability in the country. We also call for effective support and measures to strengthen security and sustainable development in Afghanistan.”

Continuous Monitoring and International Engagement Urged

During an informal summit, Turkic state leaders directed their foreign ministers to maintain vigilant monitoring of the evolving situation in Afghanistan. They also appealed for sustained and active engagement from the international community to ensure lasting peace in the country.

The joint statement further reads:

“We encourage the formation of a representative government that reflects the diversity of the Afghan nation. We call for respect for human rights, including the protection and guarantee of the fundamental rights of all Afghan citizens without any form of discrimination. We emphasize the necessity of increased cooperation and decisive action in combating terrorism to ensure that Afghan soil is not used by terrorist groups to threaten or attack other countries.”

Diverse Perspectives: Calls for Afghan-Led Political Dialogue

Political analyst Moein Gul Samkani responded to the statement, advocating for a more Afghan-centered approach:

“We also have our own mechanisms and advocate for convening a Loya Jirga to foster political dialogue. We have no objection to this idea, but these countries should not explicitly impose such demands, as it is not in their interest either. It would be better for them to allow us to independently create our own process.”

Islamic Emirate’s Response: Emphasis on Sovereignty and Responsibility

The Islamic Emirate of Afghanistan has expressed willingness to maintain cordial relations with Turkic states while asserting that forming an inclusive government is an internal matter. Zabihullah Mujahid, spokesperson for the Islamic Emirate, stated:

“Afghans themselves will address domestic issues, as this is a national need. The demands, concerns, and proposals of the people will be considered. However, other countries should also recognize their responsibilities concerning Afghanistan, to the extent that it pertains to them.”

Mujahid also assured that Afghan soil will not be used to threaten other countries, emphasizing the Islamic Emirate’s commitment to regional security.

Background: The Organization of Turkic States

The Organization of Turkic States was founded on October 3, 2009, initially including Turkey, Azerbaijan, Kazakhstan, and Kyrgyzstan. It has since expanded to include eight members, comprising seven Turkic-speaking countries along with Hungary, aiming to foster cooperation in political, economic, cultural, and security domains among Turkic nations.
